POSITION:                                 DIRECTOR OF HUMAN RESOURCES


IMMEDIATE SUPERVISOR:      Superintendent and Assistant Superintendent




EMPLOYMENT TERM:              261 Days


SALARY:                                    As per Mineral County Salary Schedule based on experience and education.


EVALUATION:                           Performance in this position will be evaluated by the immediate supervisor and in accordance with WV State Board Policy 5310 and Mineral County Board of Education Policy. 


JOB SUMMARY:                       Provide direction and serve as a resource person to staff in areas of human resources.



  • Ensures that all professional and school service employees are duly certified/qualified to teach/work in the areas for which he/she has been employed;

  • Maintains knowledge of the overall process of West Virginia Employee Management System (EMS) for certification information and the Human Resource Management System (HMS) to provide information on new employees to the Finance Office and the Attendance System;

  • Maintains personnel files on all employees;

  • Assists in preparation and validation of the certified list;

  • Maintains and revises job descriptions;

  • Advertises vacancies in a timely manner in accordance with the county and state regulations;

  • Plans and directs a program of recruitment;

  • Serves as the county’s certification liaison;

  • Prepares the personnel schedule to be submitted to the Board;

  • Prepares all reports required by the State Department of Education which are directed specifically to personnel;

  • Assists in maintaining and updating personnel policies and personnel administrative guidelines;

  • Schedules and coordinates sessions for new employee orientation;

  • Maintains the coaching supplemental salary schedules and the coaches’ state database;

  • Maintains and distributes the seniority lists for professional, service, and substitute personnel;

  • Develops a program of recognition for active and retiring employees;

  • Serves as the Superintendent’s designee to the service personnel staff development council.

  • Assists the superintendent with the grievance process;

  • Oversees the preparation of letters based on approved Board actions dealing with personnel;

  • Serves as the contact person for employees interested in National Board certification;

  • Oversees the beginning educator internship program;

  • Assists in personnel planning for the realignment of the work force;

  • Determines and validates the highly qualified status for employees;

  • Oversees the preparation of all contracts;

  • Maintains the evaluation files on all employees;

  • Coordinates the county’s test administration for all service personnel classifications;

  • Adheres to Employee Code of Conduct as outlined in Mineral County School’s Policy 3210; and

  • Performs other duties deemed appropriate and assigned by the Superintendent and/or immediate supervisor(s). 


  • Hold a minimum of a Bachelor’s Degree from an accredited institution;

  • Be proficient in the application and use of Microsoft Office;

  • Possess high level of computer skills;

  • Have training or experience in personnel management;

  • Have previous experience in the operation of an office;

  • Possess extensive experience in meeting and working with the public;

  • Have knowledge of West Virginia Personnel Laws;

  • Have knowledge of West Virginia Board of Education personnel policies; and

  • Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate.
