JOB DESCRIPTION

 

POSITION:                                  MINERAL COUNTY PRE K/HEAD START EDUCATION COORDINATOR

IMMEDIATE SUPERVISOR:      Director of Curriculum and Instruction – Elementary/Pre K/Head Start

FLSA/CONTRACT STATUS:     Exempt

EMPLOYMENT TERM:              Minimum 200 days annually, pursuant to WV Code §18-5-45; extended employment terms may be established by the Mineral County Board of Education.

SALARY:                                     Pursuant to WV Code §18A-4-2, in accordance with Mineral County Teacher Salary Schedule, commensurate with experience and education level.

EVALUATION:                            Performance in this position will be evaluated by the immediate supervisor and in accordance with WV State Code §18A-2-12, WV State Board Policy 5310 and Mineral County Board of Education Evaluation Policy.  

JOB SUMMARY:                        Performs the duties and responsibilities related to education, disabilities, transition, mental health services according to Head Start and West Virginia PreK requirements.

 

PERFORMANCE RESPONSIBILITIES:

  • Works as a team member with PreK/Head Start director and other Pre K/Head Start staff to provide high quality early childhood program in all service areas;
  •  
  • Ensures that WV PreK Child Assessment System is maintained according to WV PreK timelines. Reviews, monitors, and provides feedback and mentoring to PreK/Head Start teachers, regarding the WV PreK Early Learning Reporting System and students’ portfolios (anecdotal notes, work samples);
  •  
  • Monitors completion of screenings for all children (developmental, social/emotional, speech, hearing, vision) and necessary actions as per screening results, and oversees that all screening results are entered in pSteps, according to timelines;
  •  
  • Conducts ongoing monitoring and observations of classrooms to ensure quality developmentally appropriate teaching and learning environments, and provides feedback and support to classroom teams as needed.  May use CLASS, WV PreK Walk-through Checklist, WV PreK Health & Safety Checklist, ECERS-R or 3, and/or Creative Curriculum Classroom Implementation Checklist as instrument and process as per Head Start and WV PreK guidelines;

  • Develops, coordinates, and provides staff development to all staff on required topics (ex: child development, disabilities, child abuse awareness, food handlers’ certification, mental health) and other topics according to Head Start and WV PreK initiatives and guidance;
  •  
  • Develops, coordinates, and provides mentoring, coaching, monitoring, and staff development for new PreK/Head Start teachers, ECCATS, and others based on individual professional growth needs;
  •  
  • Works with PreK/Head Start director and secretary, and Family Services coordinator to develop, coordinate, and monitor ERSEA (eligibility, recruitment, selection, enrollment, attendance) system as per Head Start and WV PreK guidelines;
  •  
  • Ensures that Creative Curriculum is being implemented in all classrooms;
  •  
  • Monitors and tracks all disabilities services, which may include referrals, SAT process, conducting developmental assessments, participating in IEP process, and ensuring delivery of services and transition;
  •  
  • Monitors and tracks all transition services into and out of PreK/Head Start program, to ensure positive “School Readiness” for all children and families;
  •  
  • Monitors and tracks mental health services to children and staff, which may include referrals, working with outside agencies, to ensure necessary services are provided;
  •  
  • Participates in the program ongoing assessment system, including the annual program self-assessment;
  •  
  • Assists in development and implementation of program plans, policies, procedures, forms, submits reports and data information as needed, ensures strict child and family confidentiality, adheres to PreK/Head Start Code of Conduct;
  •  
  • Performs the duties of Education Specialist according tthMineral County PreK/Head Start Service Area, National Head Start Performance Standards and WVBE Policy 2525;
  •  
  • Works with Director of Curriculum and Instruction to develop a management plan, utilizing a systems approach that includes all service areas (health, educationdisabilities, parents and families, nutrition, other), including long-range goals and financial objectives and a calendar of county-wide management responsibilities;
  •  
  • Monitors that education requirements are being implemented and coordinated throughout the county-wide program by providing a developmentally appropriate curriculum, including daily classroom schedule, use of lesson plan format, screening and ongoing assessment process, necessary forms and paperwork completed, curriculum implemented, and Curriculum Guides updated;
  •  
  • Monitorparent involvement includinParent HandbookParent Center meetings, implementation of Parent Training Plan, and active participation with the Head Start Policy Council;
  •  
  • Leads efforts in data collection and completion of monthly and annual reports and all forms and documentation as required by Head Start Performance Standards, WVBE Policy 2525, and development of annual Head Start grant and other applicable grants;
  •  
  • Assists in designing, administering, and analyzing the community assessment every three years, with annual follow-up and action plans as indicated; and assists as directed in assessment activities, including collection and analysis of child outcomes data and the community assessment every three years;
  •  
  • Leads county-wide education and staff meetings preparing agenda and materials in advance and ensures ongoing communication with PreK/Head Start staff and collaboration with other administrators of Mineral County Schools as directed;
  •  
  • Develops and coordinates the county-wide PreK/Head Start Staff Development programincluding Staff and Parent Training Plan, identifying staff and parent training needs, and scheduling/coordinating these trainings, as well as other mandated trainings as per Head Start performance standards;
  •  
  • Assists Family Services staff in developing and implementing Family Partnership Agreements county-wide, including linking families to community resources, crisis intervention, family counseling, child abuse concerns, housing, transportation, seasonal assistance, in-home assistance, and other issues;
  •  
  • Participates in cluster, regional and national PreK/Head Start training, collaboration and professional technical assistance opportunities;
  •  
  • Serves as an active child and family advocate and collaborative partner in communities served by the Mineral County program;
  •  
  • Assists the Director of Curriculum and Instruction with coordination of PreK/Head Start centers outside of Keyser, as well as assists in hiring and orientation of new personnel, including visiting classrooms, assisting classroom teachers as requested, etc.;
  •  
  • Provides leadership in the implementation of technology standards;
  •  
  • Oversees and monitors all requirements of the WV PreK Child Assessment System for Mineral County PreK/Head Start, as per WVDE Policy 2525;
  •  
  • Assists Director of Curriculum and Instruction in supervising and monitoring all components of PSTEPS (preschoolsteps.org) online program management system for Mineral County PreK/Head Start;
  •  
  • Adheres to Employee Code of Conduct as outlined in Mineral County School’s Policy 3210; and
  •  
  • Performs other duties deemed appropriate and assigned by the Superintendent and/or immediate supervisor(s).

 

QUALIFICATIONS:

  • Valid teaching certificate licensing the individual to teach in the specialization and grade levels, pursuant to WV Code §18A-3-2;
  •  
  • Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate;
  •  
  • Meets the qualifications outlined in WV Code §18A-3-2a;
  •  
  • Recommended to have a minimum of 3 Years of teaching experience in Pre K/ Head Start; and
  •  
  • Recommended to have experience with CLASS, Brigance testing, ERSEA, PSteps, etc.
