JOB DESCRIPTION

 

 

POSITION:                                 PRE K/HEAD START EDUCATION SPECIALIST

 

IMMEDIATE SUPERVISOR:      Director of Curriculum and Instruction; Principal

 

FLSA/CONTRACT STATUS:     Exempt

 

EMPLOYMENT TERM:              225 Days

 

SALARY:                                    As per Mineral County Salary Schedule based on experience and education.

 

EVALUATION:                          Performance in this position will be evaluated by the immediate supervisor and in accordance with WV State Board Policy 5310 and Mineral County Board of Education Policy. 

 

JOB SUMMARY:                       Provide leadership and guidance in the administration of the county PreK/Head Start program.

 

PERFORMANCE RESPONSIBILITIES:

  • Performs the duties of Education Specialist according to the Mineral County PreK/Head Start Service Area, National Head Start Performance Standards and WVBE Policy 2525;
  • Works with Director of Curriculum and Instruction to develop a management plan, utilizing a systems approach that includes all service areas (health, education, disabilities, parents and families, nutrition, other), including long-range goals and financial objectives and a calendar of county-wide management responsibilities;
  • Monitors that education requirements are being implemented and coordinated throughout the county-wide program by providing a developmentally appropriate curriculum, including daily classroom schedule, use of lesson plan format, screening and ongoing assessment process, necessary forms and paperwork completed, curriculum implemented, and Curriculum Guides updated;
  • Monitors parent involvement including Parent Handbook, Parent Center meetings, implementation of Parent Training Plan, and active participation with the Head Start Policy Council;
  • Leads efforts in data collection and completion of monthly and annual reports and all forms and documentation as required by Head Start Performance Standards, WVBE Policy 2525, and development of annual Head Start grant and other applicable grants;
  • Assists in designing, administering, and analyzing the community assessment every three years, with annual follow-up and action plans as indicated; and assists as directed in assessment activities, including collection and analysis of child outcomes data and the community assessment every three years;
  • Leads county-wide education and staff meetings preparing agenda and materials in advance and ensures ongoing communication with PreK/Head Start staff and collaboration with other administrators of Mineral County Schools as directed;
  • Develops and coordinates the county-wide PreK/Head Start Staff Development program, including Staff and Parent Training Plan, identifying staff and parent training needs, and scheduling/coordinating these trainings, as well as other mandated trainings as per Head Start performance standards;
  • Assists teachers in meeting children's individual needs, such as special education, self-help skills, behavior concerns, etc., including participation in the IEP process;
  • Assists Family Services staff in developing and implementing Family Partnership Agreements county-wide, including linking families to community resources, crisis intervention, family counseling, child abuse concerns, housing, transportation, seasonal assistance, in-home assistance, and other issues;
  • Works with the Director of Curriculum and Instruction/Family Services Specialist/Social Worker and other staff members in the ongoing process of implementing ‘ERSEA’ (1305 – Eligibility, Recruitment, Selection, Enrollment and Attendance) portion of the county-wide PreK/Head Start program, according to mandated performance standards;
  • Participates in cluster, regional and national PreK/Head Start training, collaboration and professional technical assistance opportunities;
  • Serves as an active child and family advocate and collaborative partner in communities served by the Mineral County program;
  • Assists the Director of Curriculum and Instruction with coordination of PreK/Head Start centers outside of Keyser, as well as assists in hiring and orientation of new personnel, including visiting classrooms, assisting classroom teachers as requested, etc.;
  • Assists the Director of Curriculum and Instruction in evaluation and compliance with safety requirements of all PreK/Head Start facilities;
  • Provides leadership in the implementation of technology standards;
  • Oversees and monitors all requirements of the WV PreK Child Assessment System for Mineral County PreK/Head Start, as per WVDE Policy 2525;
  • Assists Director of Curriculum and Instruction in supervising and monitoring all components of PSTEPS (preschoolsteps.org) online program management system for Mineral County PreK/Head Start;
  • Adheres to Employee Code of Conduct as outlined in Mineral County School’s Policy 3210; and
  • Performs other duties deemed appropriate and assigned by the Superintendent and/or immediate supervisor(s).

 QUALIFICATIONS:

  • West Virginia Principal’s Certification for Primary grades;
  • West Virginia Certification for Early Childhood Education;
  • Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate.

The position requires the individual to meet multiple demands from several people and interact with the public and other staff members.
